Winter Storm Elliott impacted the PJM region Dec. 23-25, 2022. PJM published the Winter Storm Elliott Event Analysis and Recommendation Report PDF on July 17, 2023.

On October 19, 2023, PJM posted a letter PDF to Members from Mike Bryson, Senior Vice President, Operations, affirming that PJM is preparing to implement recommendations from the FERC-NERC Joint Winter Storm Elliott Report and addressing an item on the upcoming Markets and Reliability Committee agenda.

FERC Settlement Order Update

The Federal Energy Regulatory Commission approved an uncontested, comprehensive settlement package that resolves all complaints regarding non-performance charges arising from Winter Storm Elliott in December 2022. The approved settlement resulted from expedited talks requested by PJM in order to swiftly resolve the complaints.

At its Dec. 19 Open Meeting, the Commission approved PDF the settlement package between PJM and 81 other settling parties regarding non-performance charges assessed by PJM during Winter Storm Elliott.
